White Earth Nation, Shooting Star has founded the Shooting Star Scholarship, to raise money for scholarships to be awarded to White Earth members and descendants seeking post-secondary education. Application deadline: Must be received no later than Monday April 1st, 2020. Awards: Scholarship recipients will be notified by Monday, April 27th, 2020.
The White Earth Band of Ojibwe (Ojibwe: Gaa-waabaabiganikaag Anishinaabeg, lit. 'Ojibwe from where there is an abundance of white clay') is a Native American band located in northwestern Minnesota. The band's land base is the White Earth Indian Reservation. Historically, the tribe was formed from the unification of Anishinaabe (Ojibwe) bands from the northern part of the state who were displaced by European settlement.

- Rice Lake Band of Mississippi Chippewa
With 19,291 members in 2007, the White Earth Band is the largest of the six component bands of the federally recognized Minnesota Chippewa Tribe, formed after the 1934 Indian Reorganization Act. It is also the largest band in the state of Minnesota.
History[edit]
On March 19, 1867, the US Congress established the White Earth Indian Reservation for the Mississippi Chippewa Indians in Minnesota, following ratification of a treaty between them and the United States. Congress had several session agreements regarding the White Earth Band of Ojibwe. After hearing many complaints about the Pillagers, who were then landless, Congress authorized the relocation of the western Pillagers to the White Earth Indian Reservation. They had not been included in the 1855 Treaty of Washington (10 Stat.1165), which was made with the eastern Pillagers at the Mississippi River headwaters. Eventually the Otter Tail Pillager Band of Chippewa Indians and Wild Rice River Pembina Band of Chippewa Indians also came to settle alongside the Mississippi Chippewa at White Earth Reservation and effectively became part of the White Earth Band.
Up until the Indian Reorganization Act of 1934, the six historical component bands located on the White Earth Indian Reservation acted independently of each other. Following the Reorganization Act, the six wrote a constitution to form the Minnesota Chippewa Tribe. They divided Minnesota into six Band districts, and unified those scattered Ojibwe bands that were not associated with the Red Lake Band of Chippewa, which did not join the Tribe.
The six component bands located on the White Earth Indian Reservation were unified into the single White Earth Band of Ojibwe of today. The six Minnesota Chippewa Tribe bands continue to enroll members separately, but also combine their numbers for the entire tribe. According to the Minnesota Chippewa Tribe, the White Earth Band had 19,291 enrolled members in July 2007. It is the largest of the six bands in the Tribe, and the largest of any band in the state.

Otter Tail County & The White Earth Nation hosted their last planned Open House style meeting to share with the public the finalized draft version of the Limited Area Star Lake Comprehensive Plan (LASLCP). Shooting Star Neighborhood Meeting - 3/30/2016
This is to advise that Otter Tail County and the White Earth Nation has mailed a notice this week of a “Neighborhood Meeting” regarding the proposed development of the Shooting Star Resort and Casino. The meeting will be held at the Dent Community Center on March 30th from 6:30 to 8:30 P.M.
The notice was sent to property owners/residents that live/own property in the immediate area of proposed development. The intent of the meeting is to provide basic information regarding the planned development, and to gather input from the neighborhood residents regarding their concerns and questions.
An “Open House” meeting for the broader Star Lake community is planned for a later date at a location to be determined. We will alert you to those details as they become known.

Star Lake Casino Electrical Infrastructure - focus of Feb. 23, 2016 meeting
Maine Township session to outline nine mile installation near Dead, Star and Maplewood Park. Electrical infrastructure that will power the proposed White Earth Nation casino, in the heart of Otter Tail County, will be the focus of an informational meeting Feb. 23.
Great River Energy and Lake Region Electric Cooperative will host a public information open house Feb. 23 at the Maine Township Hall, 32 300 Old County Highway 74, Maine, Minn. 56586 to share information about a 8.75-mile, 41.6-kV transmission line being proposed in the area. The public and other interested parties are encouraged to stop by the open house anytime between 4 p.m. and 7 p.m. to learn about the project. Great River Energy and Lake Region Electric Cooperative staff will be on hand to describe the project, answer questions and hear feedback on the project. The proposed project will serve the anticipated electric load of the proposed White Earth Nation casino facility and ensure continued transmission system reliability in the area.
“We want landowners to be informed about the project and have an opportunity to ask questions and share their feedback,” said Great River Energy’s Transmission Permitting Analyst Marsha Parlow. Great River Energy will consider feedback it receives when preparing applications for any necessary local, state and federal permits or licenses required for the project, Parlow said. Great River Energy will also contact property owners once permits are received. “We will contact each affected property owner to discuss how the project will impact their property and discuss easement negotiations,” said Rick Heuring, Great River Energy’s senior field representative. “Construction of the new substation and transmission line is expected to occur between next winter and the summer of 2017.”
